They sell insulation kits at the local big box hardware store and I cringe every time I see them. The box weighs about 15 pounds, which doesn't sound like a lot. It is definitely enough to un-balance a garage door. The springs are calibrated for the weight of the door, and adding weight makes the door "heavy" for the springs. This means that if you pull an operator disconnect handle when the door is in the open position, the door is likely to descend much more quickly than you anticipate. People have been hurt when a garage door came down on them and the momentum knocked them over. Only add weight if the door springs can be re-torqued or replaced with springs of the proper pull.
Install the vertical roller tracks first by wrapping the curved lip around the rollers. The top of these tracks should be approximately 8 in. below the top of the top section. Wait to install the upper tracks until this step is complete. Check the level of the top section to make sure the tops of the vertical roller tracks are level with each other. The bottom of the roller tracks should be at least 1/8 in. off the concrete floor. After leveling and mounting these tracks, install the upper roller (horizontal) tracks.
I'm not a professional, but I watched as my garage doors were serviced last year. The tech used a spray lubricant (I had bought a different brand in the garage door section of a home improvement store). He sprayed the inside of the entire track, top and bottom, the rollers that ride along the track, and all hinges on the door. He sprayed each hinge twice -- once on each side. The techs were more generous with the lubricant than I was when I'd done it before, so don't be afraid to give it a good squirt.

2. The safety sensors may need adjustment or realignment. Near the bottom of the door track on both sides are electronic eyes that require a clear line of view between them. If the sightlines are clear between the eyes, the door will close smoothly all the way to the floor. However, if anything is blocking the sightline, or if the brackets holding the electronic eyes are out of alignment, the door will fail to descend all the way. A torsion spring counterbalance system consists of one or two tightly wound up springs on a steel shaft with cable drums at both ends. The entire apparatus mounts on the header wall above the garage door and has three supports: a center bearing plate with a steel or nylon bearing and two end bearing plates at both ends. The springs themselves consist of the steel wire with a stationary cone at one end and a winding cone at the other end. The stationary cone is attached to the center bearing plate. The winding cone consists of holes every 90 degrees for winding the springs and two set screws to secure the springs to the shaft. Steel counterbalance cables run from the roller brackets at the bottom corners of the door to a notch in the cable drums. When the door is raised, the springs unwind and the stored tension lifts the door by turning the shaft, thus turning the cable drums, wrapping the cables around the grooves on the cable drums. When the door is lowered, the cables unwrap from the drums and the springs are rewound to full tension.[7]

Garage door springs come in two styles: torsion (see above), which mounts on the header above the door, and extension (Photo 1), which floats above the upper roller track. In the past, extension springs were safer to install but didn’t have containment cables running through the center of the spring. Without cable, these springs become dangerous, heavy whips when they break. They also tend to be noisier than torsion springs, and we recommend you use them only if you don’t have the 12 in. of headroom above the door that a torsion spring requires.
I saw the plans during the Q&A of this proposed restructure and it seemed odd to me that the homeowners added a second story only above half of the house. I would think since they're must be spending around $700k for the project they should spend a little more and do the second floor above the whole house even if they only finish what is proposed now on the second floor they'd still have an unfinished area for the future home owners or for them to tackle when money is available. It would be a definite bump to the house value during the time of sale. Unless this has to do with zoning and FAR/lot size...
